Purpose

Technical control consulting work in construction aims to support Investors (those who do not have in-depth construction expertise) to control the quality of construction projects in accordance with regulations and standards. Applicable standards and construction design documents comply with Vietnamese law and ensure sustainability, safety, and comfort for users at the most reasonable and optimal cost.

The work of the Technical Control Consulting service is a minimalist form of construction supervision consulting implemented through consulting packages in the following stages:

1. Package 1

Done during the process of implementing the basic design, technical design and detailed design phase (also known as construction design), or immediately after the basic design has been approved by the competent authority. Depending on the specific requirements and value of the service, the main tasks of technical control consulting services include the following main contents, which are mainly related to:

a. Material control; Control design documents in accordance with construction standards/regulations as well as the investor's design requirements.

b. Control contractor selection and supplier selection.

c. Control legal documents according to legal requirements; ... before starting construction.

This section does not include services related to design optimization (value engineering) according to customer requirements, or cost optimization services, or cost control for the Investor.

2. Package 2

Implemented during project construction to implement technical control to ensure:

a. Contractors must comply with quality management processes, regulations/standards/technical regulations issued by the state.

b. Control project implementation progress.

c. Control implementation quantity and payment costs to contractors.

d. Control design changes during construction

3. Package 3

Deployed during the construction phase of preparation for completion and handover of the project to support the Investor with the following procedures:

a. Acceptance and completion documents.

b. Check and test equipment in the construction site.

c. Check records and documents related to completion procedures according to law, and future project management and operation records.

d. Final settlement of the project (if requested by the Investor).
