Construction supervision consulting services, including main tasks

Supervise the construction and installation process, ensure compliance with the approved design (technical instructions, general notes), according to current standards & regulations, ensure quality, quantity, ensure labor safety & fire prevention in construction.

Consulting proactively in mobilizing its personnel to ensure the correct arrangement of professional human resources, continuously following the construction site, and guiding contractors to do the right thing and do it well right from the beginning.

Check and accept the volume and quality of work compiled by the Construction Management Board (Main Contractor) with the monthly volume of subcontractors before submitting to the Investor for payment approval.

Supervise the installation of mechanical and electrical equipment, water supply and drainage, automatic equipment, fire protection, air conditioning, and communication systems for the entire project.

Supervise the supply of equipment and materials for the project.

Supervise quality inspection, equipment calibration, test run (no load, load), project acceptance and handover.

Consulting on environmental safety and hygiene.

Check and advise the Investor on the conditions for starting the project and handing over the construction site.

Check and advise the Investor on the suitability of the Contractor's construction equipment & human resources compared to the bid documents at the construction site.

Inspect and advise the Investor on acceptance of necessary tests and experiments according to regulations for types of materials, components and equipment in terms of quality and quantity used for the project through certification of the production and test results performed by standard laboratories (Las-XD; Quatest-3).

Inspect and advise investors on construction equipment and technological equipment before installation in the project through quality certificates of equipment manufacturers & equipment quality inspection results issued by CSO organizations that is regulated by the state.

Check and advise the Investor on construction methods, labor safety measures for the project and safety for neighboring projects established by the construction enterprise.

Coordinate with investors to organize and participate in construction product inspection when necessary.

Sign and confirm the inspection reports for each part, structure, phase acceptance and transition, and statistical tables of actual completed volumes that the contractor has constructed to ensure quality, in accordance with the approved design and standards and current building codes.

Check, confirm quantity, quality and sign as-built drawings for each job, each part, each phase, each construction item and the project into use.

Gather acceptance documents and records before organizing the acceptance of the construction phase, acceptance of general test equipment, acceptance of completed construction items for projects. Coordinate with the Investor in preparing documents/records according to procedures for acceptance and handover of construction work, all of which must comply with current laws.

Draft for the Investor to officially approve and help the Investor prepare documents for general acceptance of the above work, so that the Investor can put the project into use according to current State regulations.

Prepare regular reports weekly, monthly, and periodically after each construction phase on the quality, quantity, and progress of construction work.

Participate with the Investor and related parties to resolve technical problems or incidents arising during construction (if any).

When discovering that construction equipment, human resources, materials, components, construction products, construction equipment, construction methods, and technological equipment are not in accordance with the contract, the Consultant has the right to Notify the Investor to:

a. Require construction enterprises to use construction equipment and human resources in accordance with the commitments stated in the construction contract.

b. Materials, components, construction products, and equipment that do not conform to standards and regulations on quality and specifications are not allowed to be used in the project; not suitable for technology; has not been tested or inspected.

c. Stop construction and make a record when the Contractor violates the conditions to ensure project quality, construction safety and environmental sanitation.

d. Refuse to accept the Contractor's products of construction work, construction and installation stages, and test runs of equipment that do not meet quality standards, provided that the reason for refusal must be stated in writing.
